Non-residents earning wages in Indianapolis

"The fact that about a third of all of the income that is earned by the workers of Indianapolis, Marion County, leaves the county and becomes income to people who live outside the county is part of the accessibility of the metropolitan area. It says that it's easy for people to live outside of Indianapolis and get into Indianapolis to work. I don't see anything wrong with that. I think that that is part of the whole question of accessibility and freedom of choice within a metropolitan area."
